Garage project help

Im planning on making my garage a 1 Bed/ 1Bath. Do I have to get any permit to make it happen? Is not a new construction, rather making it a liveable place, so I could rent it later on to at least cut my mortgage payment in half and be able to focus on other investments. 

I'm very new to all this, so apologies for my lack of knowledge. 

I live on a R-4 Zone in DeBary FL...if this helps.

Yes, you will absolutely need a permit! You will have to do some structural improvements, as well as adding electrical and plumbing. You need inspections for sure. Permits are not expensive, getting the drawings and engineering are where the money goes. Maybe find a draftsperson for a small job like this......you'll probably get out for under $100k total.
