can i get tax rolls through the internet?

i know of a lady in my neighborhood who has owned a home for years now but is never there. she is sick and old and now lives in a condo. i want to try getting a hold of her.

what do i write in the letter when i find her mailing address?

Edit: most of the things on line like whitepages or whatever ask for a name. but i dont know her name and i asked some neighbors they dont know her name. so if i cant figure that out what do i do?
