Vacant Lot leads.. what is a worth signing?

I am getting all kinds of vacant lot leads in some cities I started wholesaling "virtually" in.

In Tulsa OK they are in old neighborhoods houses built in the 40's where houses are worth $60 on a good day, and from the map it looks like they probably had houses on it at some point but were removed.

Is it worth playing with these? I mean can an investor make money on a lot in a $60k per 1,000 sqft SFH neighborhood? Seems like it would cost too much.
