New at wholesaling

I am new to wholesaling. I am searching for properties sold by owners and was wondering what should I look out for and how to reach out to buyers.  If I find something promising like an a place with two apartments that can bring in 1400 dollars in revenue but need work and the person is selling it for 30000 do I just reach out to owner and get it under contract then find a buyer? This is all new to me please give some advise.
