Wholesale Yellow Letters

I mailed out 1,300 yellow letters to absentee owned properties with 80-100% equity and received some calls back, but none of the owners were motivated sellers. Most of them just wanted to see what they could get for their property. They had no urgency to sell except for one who was in pre foreclosure. Is there anything that I could be doing wrong with my target market? Does anyone have any pointers or advice for better results? I'm just trying to make my second round of advertising more successful, any advice would be greatly appreciated.
