When I approach home owners that lost their homes in the floods how should I approach them? Should I target the homeowners that didn't have flood insurance?

business is business in the end. You are just looking for what is best for yourself. remember you aren't forcing anyone to do anything so if they accept, its on them. If you think they took a bad deal, well...I guess they didn't care enough to look for a better one elsewhere. emotions will kill you in this building if you let it.

Maybe go after both: with and without insurance.

Approach them from the perspective of having a solution for their problem. You and many others doing the same will be their only option. Take advantage of the situation not the homeowners but don't over pay. Remember it is business and you are solving their problems. Don't pressure, leave them your business card and move on. They will come around. Adversity always creates opportunity.
