Wholesaling without a Purchase Contract

I was wondering if it is possible to wholesale a property without having a purchase agreement.

Came across a seller who refused to sign a purchase agreement unless the end-buyer is found and ready to purchase the home. Assuming of course there is the chance that the buyer can deal directly with the home owner.

Can I still legally market the property (and mention to buyers that I am not selling a contract/I do not own the home)

Or if anyone has any recommendations on how to approach this would be helpful!
