Point of Sale Inspections

Do the areas you invest in have point of sale inspections? I am finding most if not all of the suburbs have them around me and some of the cities make you put the repair money in escrow. Some of the cities want the buyer to get estimates on the repairs. The building dept has a list of approved contractors. They want the purchaser to get estimates of the work that is to be done. Other cities have already priced out the work and want the repair money to be placed in escrow prior to the title transfer. Would you avoid these cities all together as a wholesaler? By the way I am in the Cleveland area of Ohio and most of our home are pre 1950. Because of our harsh winters and all around unpredictable weather most of our homes here have pretty hefty violations.
