Wholesaling illegal in Indiana without an RE license?

I found this language in the Indiana government website:

no person shall, for consideration, sell, buy, trade, exchange, option, lease, rent, manage, list, or appraise real estate or negotiate or offer to perform any of those acts in Indiana or with respect to real estate situated in Indiana, without a license.

Does this make it illegal to take part in locking up a property under contract and wholesaling it? (in Indiana at least.

I already have an appointment with a lawyer but would like any insight if anyone has come across this in their state.
