Bird Dogging - Houses off market or on market?

I am new at this and I want to understand. Is the “lead” bird doggers pass off market or they could also be on market? and what kind of house do investors prefer? Let me know what you guys think please. I have found run-down houses on some good neighborhoods but they are on market, do investors usually ignore that?
