VOIP/Virtual Phone Service?

Any suggestions on a VOIP phone service? (Not dialers like mojo)

I tried Better Voice but didn't like their mobile app. Basically just something where I can have a few numbers, setup an IVR, and have a few key presses routing to certain numbers/people. I heard about CallRail but has limited minutes I believe. Any suggestions with Pros and Cons would be appreciated!

Integration with Podio or Zapier would be nice plus.
