Listsource poor quality on NOO

I purchased a list from listsource for my area using my own filters, I selected absentee owner, both in and out-of-state. I got 123 addresses but only 6 are actually NOO, all the others have minute differences between the property address and the owners address. Let's say the property address has an apartment number and the mailing address doesn't, that property is now on the list. I expect a few mistakes, even 10%-20% wouldn't be terrible but only 6 out of 123? That's a lot of bad information to pay for, no?

Am I doing something wrong or is this just the quality I should expect?
