Issue with association billing related to insurance

Greetings,

I am a home owner of a condominium with an association. I was recently billed over $20,000 for something that happened 3 years ago.

What happened was some of the houses had some storm damage (the gutters). And the association was going to fix it. I was notified about it and asked of my insurance. I didn't have insurance because I am new to being a home owner. So I asked the association for a quote, and they promised to return me a quote. Then I left the country for a bit to see family abroad.

When I came back I totally forgot about this situation because I never got a reply from the association about a quote.

Then a few years later I see in my association billing login a huge $21,000 bill. I do not have this much money to pay it. I was suddenly surprised with this bill by the association and they are not replying about this.

What are my options here? Is there anyway I can get it lowered to $3000. Because all they did was fix some gutters and charged me $21,000 before they even gave me the promised quote. I do not have this money available because i had to recently pay medical bills for family abroad and other things. Please help and thank you so much!
