Finance Company Requiring HO-6

Hello, I am in the process of purchasing my second rental condo. The HOA covers homeowners insurance but my finance company is requiring an additional HO-6 (from wall in) policy. I'll be renting the condo out unfurnished. This seems unnecessary. It is routine to require this?
