Thats the perfect model. we have built a portfolio in memphis using similiar strategy with inherited tenants and solving maintenance work orders along the way.

You are giving too much importance to turnkey factor. Any market you choose always have good realtors and prop mgt companies. You can use them to buy and rehab. Buying turnkey does not mean you are getting a top of the line rehab product. Also if you choose to go turnkey route, make sure you buy from the provider instead of a marketeer. Find from public records at what price did they buy the property at and have the education to guess rehab cost and of course their profit

High Risk area in memphis means break in and consistent turnover of tenants. You wont be able to cash flow with these kind of properties.

Nearly all the syndicators are in a hold position right now unless deals were already in the pipeline and negotiated discounts in the purchase price. Most of them are not paying distributions right now as well since their underwriting was not conservative to deal with a lower revenue model. Anyway the OP wants to buy a house not a building!

you can look at some markets in california itself. less cash flow for sure but driveable. $100 -$200 cash flow model in turnkey is not going to improve your life unless you scale it up quickly.

you should look at Stockton, Sacramento, Fresno , bakersfield, Yuba City Etc. 

Another model is to invest in real estate syndications. Minimum will be 50k . Illiquid investing but again you need to vett the sponsors just like turnkey providers.

Dont do anything for a few months to a year till you educate yourself on different aspects of real estate. You have gotten good advice on realistic returns in Real Estate syndications.

@Buyan Thyagarajan Some neighborhoods in Memphis are best left to local investors. If you dont see appreciation on the horizon in this neighborhood, go for another deal. Dont push the buy button !

i agree with you both but we invest in california for appreciation and tax deduction due to depreciation. we invest in OOS for cash flow. I also dont agree with governor's policies but our collections are 100 percent in ca and 97 percent in memphis.
