I am local investor and have built several new construction projects here in Atlanta. Ideally, the best option from a financial point of view would be to go through a local community bank. I can certainly make introductions if you want. The benefit of this is that you are not paying Hard Money rates so in long term there is a lot of savings going this route. Typically, once the project is done you can get it refinanced via the same bank saving a lot of fees compared to HML (Hard Money Lenders). You can use HML don't get me wrong but if you just put a little bit effort in to pre-planning and getting all your ducks in a row then going with a traditional community bank would be a better option not only for your current new construction needs but also for future acquisitions. @Lakshmi Middela in 30305 there was 2 listings that were 2Bed, 2.5BH that were closed for $3550 and $3500. They were on the market for 53/77 days on the market before they closed. Hope this helps. Again several factors at play but just providing information based on your criteria.

First thing check out the current zoning you can use Maps and GIS (Geographic Information System) Atlanta https://www.atlantaga.gov/government/departments/city-planni...
see if it allows for high density if so then you should be able to add. However, best to call zoning and verify if what you are doing is possible. Ideally call between 10-2 pm cuz the city planners should be in the office (lol). Feel free to dm me if you have any questions

I am a fellow investor/broker in the Atlanta area. I personally like Mechanicsville and Pittsburgh area. Its a little rough right now but a lot of positive generally in terms of proximity to downtown and value compared to other parts of Atlanta. Decatur 30032 is also a good area for value buys.

Generally there are two options
1. Cash out Refinance: If you use this option then it basically resets the clock on Mortgage and is essentially a new loan. Ideally you do this if the rates are lower so you don't want to cash out refinance a property if the interest rates are higher than your current rate. You could still do that if the money you invest by taking cash out generates higher returns than you are paying.
2. Equity Line of Credit - You can get an Equity Line of Credit on your investment property. Where you can get access to equity line to use the funds to buy the property. Once you refinance your property in Texas you can then pay the LOC down and then do the same process for your property in Texas. I see you are from Atlanta I have two banking contacts who can assist w the Equity Line as I have done this a bunch of times.
