Where is the lot located? My suggestion would be to interview at least 3 builders, more if you can. Find out if they have experience building in the area of your lot.
Building costs are through the roof right now and it is taking FOR_EV_ER to get anyone to do anything. So be patient. I'm going through it right now as well in St. Augustine. Feel free to reach out if I can help.

Number 4 is a biggie. I have to stay on top of title companies a lot. A good tip is to ask specific questions like... "What are you working on right now with regard to my deal?" Never ask open questions like... "Are we looking good for closing?" Make sure they know you're going to keep them honest and it will pay off.

If the property is on a well and you're seeing stains it could be that the well isn't deep enough. You can install a water treatment system that will take care of it also. As for getting rid of existing stains, CLR works pretty well.

It depends on the area of town. I know a couple handymen but they won't travel very far.
If the uneven spot is a concrete slab/pad then you can probably hire a handyman to grind the high side down to make it even.

That's a difficult question but if you're looking to build in Springfield make sure you work with a pro. Lots of potential environmental gotchas in that area.
Also I would look into modular homes (If Springfield's Historic preservation society will approve). There are nice duplex designs out there that would save you some money.
