@Laura Jonhson, I realized my issue was more in the master bedroom of my home, and after further research I found that three of the four walls in Master bedroom have heating ducts running up to the upstairs unit. This is most likely the cause of the easy transfer of noise from upper to lower units. 

I dont think there is a good way of fixing this without extensive work and money, but I am open to any suggestions.

I need soundproofing advice, I have an upper lower duplex and live in the lower unit myself. The sound from the tenants above is obnoxious, I can hear everything. My home was built in 1957 and there are hardwood floors under all existing flooring (carpet and linoleum). The floorboards also squeak and it doesn't seem to be confined to certain areas.  What are my options for decreasing the sound transfer, and reducing squeaky floors?

Mike, there is no limit set on repair costs. The owner already started upgrading the property and most the work that needs to be complete was done, of course that is for the inspector to say, but the property is in great shape overall. Thanks for your input.

Thank you for your answers. I do have an inspection, and appraisal contingency with FHA mortgage being stated. It is stated by the seller that he agrees to cure all FHA work orders at his cost. Thanks again, I will be sure to have a thorough inspection.

Hello all, I have a counter offer on a duplex that I am trying to purchase. The owner has never occupied the property, so there is no property condition report. They added in an "as is" "where is" addendum to the offer. The thing is they also agreed to do the work needed to bring the property up to FHA standards in the offer. What does this mean for me?
