"As is" "Where is" addendum

Hello all, I have a counter offer on a duplex that I am trying to purchase. The owner has never occupied the property, so there is no property condition report. They added in an "as is" "where is" addendum to the offer. The thing is they also agreed to do the work needed to bring the property up to FHA standards in the offer. What does this mean for me?

@Albert Olivarria Seems like a safety net to prevent them from doing any work that is out of the scope of what they ware willing to do.  It's basically an out if you plan to negotiate based on your inspection report.  I buy these all of the time, however I don't live in them.  Best of luck to you.
