Thanks for replying. I think you're misinterpreting my question. I am not saying cobbs creek is a good area to invest in. I am just curious about other investors experience investing there. I'm also interested in knowing about other B or C rated areas in Philadelphia that are solid investments.

What I meant by 'Up and coming neighborhoods' is where there is continued/expected appreciation of home values and/or good rental ROI.
