Still starting out.
Looked for a way to make some additional income while I was over in Afghanistan. Ran across a ton of books for real estate investment. Forgot about it them for a few years while living in California, moved to missouri and started talking with my parents about their retirement. They didnt have a plan, talked about real-estate. They were on board, bought our first rental a couple years ago, I bought a duplex the next year, and this year we just completed our first flip, contract is on it for $20k in profit. Going forward we plan on buying one rental for every 3 houses we flip. Hope by end of the 2016 to be flipping 3 houses every quarter.

Perhaps you can accept rent in the form of Pepperoni Hot Pockets and cases of Bud Light? 

 I've always told my friends if they get rich all they need to do is hire me and I'll do whatever they want. Just pay me in hot pockets, high speed internet, and beer. ;)

Find the price range you want.Figure out how much you'll need for down payment/closing

Divide that number by 24/months. That gives you how much you'll need to put into savings a month. Now budget with that $ in savings.

I was told I couldn't. I was to young, I was to old. Didn't have enough experience.

Next stop... eviction? I do have a lease.

 You said earlier he is your roomate. Have you simply asked him whats going on? What does your lease state is the next stop for late payments?

Personally the 4% the TSP offers is trash considering the returns you can make in RealEstate. My old CO I used to think was crazy. He lived off base in a $800/month apartment in San Diego. His income from his rentals was more than his base pay. We spoke one day when I was driving him out to 29palms. He got me started on actually investigating real estate. Without that 3 hour long conversation I would have probably still been running in the rat race with no idea how to get out of it.
Now don't get me wrong, I still think diversification is a good thing when it comes to having income from investments, but real estate is where I'm sinking my money and effort into for the next 10 years.

Why not subtract the cost of removing tank + oil leaking mitigation costs from your offer price.

You are going to have to find out what your current market rents will handle. The new porch could bring in $100 more a month, or just improve the quality of tenants you get and net you $0 a month.
