Daniel Lee There are a lot of good points here. IMO cashout refi your primary to pull out cash at the lowest rate you will ever see. Then refi rental based on market value with a commercial loan. @David Nelson  most of the RE that I finance comes in via referrals from previous customers or "centers of influence" (brokers, realtors, CPAs attorneys).

Matt,  NMLS is only required when dealing with consumer real estate transactions, so a commercial lender doesn't really need one.  Is this lender with a bank or private?

Engagement fee depends on the deal, is this due up front as a deposit for the appraisal or due at closing?

Appraisal really depends... I've seen many expensive appraisals and I'm not familiar with prices in Cal, but it does seem very high for a single unit.

You shouldn't have an issue on a collateral standpoint if you pledge both it should keep you from putting any cash down.  Deciding factor will likely be cash flow.  You will need to show that you can either support the new payment out of your existing income, or come up with a really good proforma.
