Some landlords because the property is in their names will pay the water bill to avoid liens if it is not paid timely.  In my renting experience, I have always paid my water bill on top of my rental cost.

I would use oodle and for rent by owner.  Me personally, I don't like dealing with realtors.  People are more ready to rent when they see the owner doing the grunt work.
