Back story: Originally from Detroit, moved to Los Angeles in 2014, moving back for personal family reasons and want to make the right move (no pun intended).

Looking to purchase a starter home that will be turned into the first home of our rental portfolio. Ideally I'd like to invest out of state in the future (a state a bit more landlord friendly with a higher ROI) but if I want to make a tactical purchase in Detroit/Metro Detroit where would you suggest... budget $250-270k financed.  

I'm thinking East English Village, Ferndale.. I love the University District but I don't know that much about it..

Looking to create an "in-law suite" within a 2k sqft home in Bakersfield. The home is R1 zoned but there would be zero additions made to the home simply adding a kitchenette to an existing room and blocking off a hallway to the remainder of the home. The in-law suite/apt would have its own entrance and would be fire safe with multiple windows. Does this impose on R1 zoning? Also if ever one "side" of the home was rented does that inflict with R1 zoning as well? 

My dilemma is this... I live and rent in Los Angeles. I recently came into a small inheritance that would allow me to purchase a property around 200-300k. There's a catch though... it would need to go to a place for my mother to live (ideally I'd like to find a place with a guest house that she can live in and then rent the main house). Obviously buying a single-family home with a guest house in LA for 300k is laughable so I'm looking into WEST Bakersfield (about an hour and 45 minutes from LA). I can't afford the 20% down (plus closing) but I could do 4% plus closing but then there's the whole itty bitty detail that I actually live and rent in Los Angeles... Sorry, this is so long-winded and who knows how foolish I sound but is there a way around the FHA primary residence rule? I do technically work remotely so maybe there's something there?
