How do I locate the name of a home owner by using my current county's public records?

My partner and I are viewing a property later and I’m wanting how do we find out how much to offer for the property. What is correct formula to wholesale a house? Do we find 4 or 5 similar houses and compare them?

I'm interested in getting this property I've seen online. But the owners don't have the address or outside pictures of the house. We are negotiating about a meeting day, but they live outer state. How can I find the ARV value and what to offer?
