It all depends on supply and demand in your area. In my area I have seen over 200 rental units added in the last 2 years and rental prices are still going up. If a true investor sees that much need for rentals in your area that they are willing to put in 100 units and manage them, then their research must support what they are investing. You could do your homework on his company, to see if they are really building, check the local permit office and such. My big question is if there is a such a need for 100 units, why is he selling a unit he already has ?

As the owner of the lake bed, you may want to consider taking the opportunity to clean up any issues that may cause liability for you , such as trash, debris, fill holes and such. It's hard to see what you could do since as you say within 2 years the dam repairs will be complete the lake bed will be back under water.

Check with local ordinances, since any changes to dams or berms or watershed features may be governed by them.
