@Frank Vettese: Yes;  The Opportunity Zones are based on census tracts identified by the State of Ohio.  The state site has a zoom-capable map of OZ's in Ohio.  In Toledo these are 8, 13.03,14,15,16,17, 22,23, 27,28,29, 37, 46,47.01, 54.

Lucas Co Auditor AREIS online gives the census tract for each property.  I think as the OZ program is rolled out, they will clarify the program's guidelines.  The description indicates that a bigger player who wants to renovate a larger area (e.g.,city block to entire neighborhood) is preferred, but funds can go to single-property players as well.

Are you working with a real estate agent, or just looking on Zillow? How close to Toledo Hospital do you want to be? 

In my experience, it goes in waves. Lots of properties for sale in an area, then they get sold and nothing much is available for a time.  Watch for late season and post-holidays deals.

Better zip codes with reasonable prices in Toledo include 43612, and 43613 which is where I hold properties.  That said, I invest also in 43608 and have done well there with Section 8 tenants. You will need a realtor who knows these areas well and has handled investment property, preferably one who is also an investor in the areas.

@Ryan Lachmiller, Good for you! It sounds like you're well on your way to being a Savvy investor in Toledo. I know people in the Toledo investment Community who have bought properties at Sheriff sale. If you have a specific question post it here and I will see if I can get an answer for you.

Tonei, I invest in C-D neighborhoods in Toledo, OH. The short answer is, "it depends." I have bought for as low as $8k, but when you buy for that price today, the properties require a huge amount of rehab work. I aim for a C, or improving D neighborhood with a school nearby; a strong RC church with a parochial school is a plus. Anything I get for less than $20k with moderate cosmetic fixes needed, is going to get my attention. Bear in mind NONE of the properties are desirable if sales in the area are listing and selling below your ARV number. You could not expect prices like Toledo's in competitive markets or destination cities.
