I live in the Reno/Sparks area and can attest to the crazy good rental market here. We have an actual shortage, not a bubble going on. Anything you can get in this area will be rented AND increase in value.

Check DOM in that area. Call numerous realtors and ask their opinions. That way you'll get some facts with the DOM, and some opinions from the realtors.

Be very careful investing in metro Atlanta. Each neighborhood is different. Look at 30032, you may find something good around $100k. 

Have you thought about partnering with a proven, experienced flipper to make some cash and learn? 

I'm not a fan of buy and hold for beginning out- it ties up your money and leveraged properties can be a bust.
