Looking at this picture I'm wondering if you could hang a small weight to add some down force to the chain, at the off chance this is some crazy physics anomaly that's causing the chain to perfectly float up and get caught, the weight would help promote it back down.... Definitely not a plumber, but have had the unfortunate pleasure of fixing a toilet or two.

To answer your question, it is possible, and quite costly, to have individual meters installed by the city. It almost always doesn't make fiscal sense (cents?) since you can't actually profit off of it.

There are services out there that will install their own private sub-meter, but you would need to make sure the water supply runs are truly separate. 

As you'll see in the other forum linked above one of the suggestions was to notify the tenants that they will be responsible for 50% of the water bill.

Another thing to consider, I'm not sure on Columbus but I know certain municipalities do not allow you to charge for a utility if it is not individually metered. I would investigate that before making any major changes.

How weird.

I would have a straightforward conversation with him. Let him know that intentionally messing with the toilet isn’t okay, especially since you’re on a well and septic system. Explain the potential damage and costs involved with the water running continuously and put it in writing letting him know that he is not to touch the chain again, that if he needs service that he should notify you and you will take care of it.

Additionally, there are devices you can get that will alert you if your toilet is running. Some smart water monitors can track usage, send notifications to your phone, and you can pair them with a smart valve on the main to kill water to the whole house when they detect a leak. This could help you keep an eye on things when you’re not home regardless of the roommate situation.

You might also want to look into a toilet tank lock or a tamper-proof lid. This is more extreme but would obviously stop him from having access to the tank.

In trying to wrap my head around why he would do it I thought maybe its a sound thing? Like white noise or something weird like that? Such a weird problem, good luck!

Hey Peter, you shouldn't have any difficulty exchanging your portion out of a TIC, your QI should be able to help with that.

Assuming you "converted" the property to rental 4-5 years ago and you filed for rental applications/permits and have been filing 1040's for that property then you should be good from an age perspective. 

I personally wouldn't entertain the gift option as I think its an unnecessary step and it can take significantly longer. 

If you are looking to make this exchange soon I would start vetting QI's and make sure to provide them with this info up-front.

Hey Sam, I've used both Propwire and Propstream, they seem quite similar but propwire has a free base version and propstream does not. I personally haven't sent postcards, I've had good luck with PPC and Video ads. 

As far as feasibility, you can absolutely use propwire, or propstream for that matter, to secure the list and then mail postcards to the owner info. 

Our office receives about 50 of these a month from various wholesalers and I always look at ones I don't recognize to see what people are trying. Im happy to scan a few over to you if you like you could use as examples.

Like this? I wanted to find one that has the "Beware of Rental Scams" along the bottom but couldn't find one. This may attract unwanted attention though, I would make sure the property is well secured regardless.
