@Bob Kane as mentioned above, the city of St George makes it pretty difficult. I would do a little research in Brian Head, UT. Only about an hour and half from St George, they get a ton of natural snow and the prices aren't too bad. More condos than single family. 

I've worked in a few different ski markets, and while Brian Head is really small, they do a great job plowing and are STR friendly.

Big Bear Lake typically rents better. Big Bear Lake goes off of city guidelines, where Big Bear City goes off of San Bernardino guidelines. I like Moonridge, it’s almost split right between Big Bear Lake and Big Bear City so you can go with whichever fits your criteria. 

Prices are high now and the market is pretty saturated with STR's, so I would wait, or possibly search other markets.

There isn’t a company that does pre-inspection inspections, but if you send me the address, I’ll do what I can to check it out.

I work for Vacasa here in Big Bear and have lived up here for over 20 years with Real Estate experience. Sugarloaf does pretty well. I’d be happy to go over the differences between city/county. Both areas have made it more difficult to self-manage, but there are still opportunities within the whole valley. Moonridge is one of the better performing area in Big Bear. I’m local, been here over 20 years. FYI, Moonridge is split between county and city. Anything with 5 digits in the address is in the city and 3 or 4 digits is typically county. I would read up on both regulations, as self-managing is almost impossible. Both city and county permits require someone local. (County within an hour drive and city within 15 mins or miles, I’d have to look to see which) Both will perform well, you may get a slightly higher occupancy in the county. Both are taking about 4-6 weeks to receive str permit and there are huge fines for operating without one.

There is some wrong information here. The city guidelines that you posted only apply to Big Bear Lake, not Big Bear City.  The actual city of Big Bear is Big Bear Lake, not City. Big Bear City is under its own policies that are more lenient, but in a location that doesn’t typically rent as well as Big Bear Lake. Moonridge is is a very popular rental area, and almost split in half between city or county. The property on Willow Landing is a strong rental area because of its proximity to the lake, and it does fall under the Big Bear Lake regulations.

A few of the housekeeping companies will act as a checkin for you if you want to self manage.  

I live in Big Bear and have sold real estate up here for over 15 years. I think the STR will be better in Big Bear than Arrowhead mainly because of the ski resorts. You have to have lake rights to use Lake Arrowhead as well. For years, Arrowhead was known as being the more "exclusive" and expensive area. I think things have changed and Big Bear is more of a 4 season resort town. Summer and Winter are the busiest times, with fall and spring slowing down. This a good time to do some maintenance or use it yourself. This year is different though, the weekdays now are busy like normal weekends and weekends are busy like holidays. The difference in what you can buy a house in Big Bear is much lower than LA or Orange County and the STR's do really well. Moonridge or Big Bear Lake are the top areas that rent well.

I can't steer you in regards to Palm Springs, as it's our goal to own a STR there as well.
