Its a good questions and to be completely honest each county and city are different.

Just start calling the county, maybe the county tax office. Just start asking around. Eventually you will find the right people.

Simply ask them how you could buy the property from them.

Posting free ads on craigslit, putting up bandit signs stating you have a cheap house for sale, calling the we buy houses signs and ads in your paper, going to your local reia meeting, posting your deal on as many websites as possible that allow it, contacting more and more wholesalers and get them to send it out to their list

I use quickbooks. I love it. I have used quickbooks for about 10 years now.

You can go to the court house and pull records for the past 3-6 months.

You will obviously pull many who are not investors.

Simply mail each one a letter stating that you sell houses for cheap and would love to add them to your buyers list.

There are two clauses that many wholesaler use.

1. Subject to final inspection and 2. subject to partner's approval

I am no lawyer and I do not know the laws in your state but I can tell you that you should be able to flip the contract with very little money down at all.

I usually flip contracts, or wholesale, for $10 or for absolutely no money down at all.

It is very hard to wholesale a house to conventional buyers, especially in this market.

1. Many conventional lenders will not allow it to happen with an assignment.

2. Even if you double close, some conventional lenders have a seasoning requirement, so when you double close you will not meet those requirements.

I tend to stay away from conventional financing for that reason. Stick to cash or hard money buyers in my opinion.
