I would start building a relationship with a local credit union. For the BRRR method, I have found they have the best rates/terms for non-owner occupied HELOC.

What market? 

For me personally, I like markets with greater diversification of business. I want to avoid a situation like what happened to the San Angelo housing market when the oil market tanked.
