Understand just living in Washington's state is horrible to deal with the challenges and changes of police and politics.
It takes hours for a police officer to respond to even a call about a gun now.
Squatting is becoming a typical in Washington, and I hear that California is comparable.
Here in Arizona is still great to be a landlord and getting assistance with law enforcement is pretty good.

Having not read any responses but.
If homeowners houseis that bad.
Get a top notch Agent to list property and tell owner that there items need done.
Your the highly recommended βοΈ handyman.
Of course they don't have money now
But your money will come from escrow when it closes.
I've done this several times

SAVE SOME MONEY.
IF water is on turn on every faucet, bathrooms sink. Tub/ shower, kitchen.
Let them run for 5 minutes
Then flush all toilets with some toilet paper in it.
If toilets take more than 5-6 seconds to flush down then you have a problem.
If not your good.

Builder did it wrong twice. Have your insurance go after the Builder and take care of your repairs including a sub pump
If not Have your Realtor give to advise for that commission he/she made.

It's hard with interest rates and homes between $350,000 to ,$500,000. To have high rents.
But in this Phoenix area Appreciation is King.
Your house will double in Price in less than 5 years.
Lots of area's in Mesa and Apache Junction.
Get a good Realtor. π
