From my understanding, applications for those permits won't be available until October 2020. How difficult it will be to get one remains to be seen, but if you're applying for one in an area with a lot of competition it may be more difficult because of the limit on the number of permits they'll allow within a certain proximity to each other.

@John Corey Thank you for the great advice! We're fortunate to have worked together for many years and so going into this new venture I think we have a pretty good idea about who might be better at certain aspects of the business.  But this is definitely all new so we'll have to revisit each other's strengths and weaknesses going forward and see what strategy will best suit us. Personally, I'm working on getting out of my comfort zone and turning some of my weaknesses into strengths!

@Robert Jones You're right, a HUGE demand here for STR! I know a lot of people doing it, some continuing do so while risking a possible fine. They do give you a 7-day time frame to remove your illegal listing from the internet before the fines kick in. I agree that it really is too bad and will have its consequences on the tourism market, as there are many that are able to visit here simply because of the availability and affordability of short term rentals. The hotels claim they have the room to accommodate all these visitors but the problem is most of them don't want to or can't afford to stay in them.

In neighborhoods like Kailua where vacation rentals have really taken over I do think businesses will feel some pain, but at the same time I understand the pain of the residents. It's just gotten out of control there.

I think some opportunity can come from getting in on the now limited supply of LEGAL STR units in certain buildings in Waikiki. I've already seen prices going up. There are a few lawsuits pending to fight the bill though....so we'll see.

@Justin Ellis Oahu just passed Bill 89 that went into effect a couple of months ago and it makes it illegal to operate a STR here. A limited number of buildings in Waikiki are allowed however. This has been discussed for years and it actually passed this time. It really has been a very lucrative business here for investors with both condos and SFR. In the areas where it was a problem with residents you can already see people either converting them to long term rentals, if they can afford to do so, or putting their property up for sale.

I know several people who recently completed building additions to their homes or ADUs on their property, only to have Bill 89 pass.  They have decided to rent out long term, which is exactly what the city was hoping due to the shortage of rentals for the locals.  

Each island has their own laws in regards to STR, but even Maui where I was considering next are passing more restrictions. So I'd research very carefully before investing here for that purpose.
