Could a title agent be able to identify which properties have outstanding debts from previous tenants?

Could they give you a list of properties that are paid off in CA or other states?

What other ways can a title company help a real-estate investors ?

Is there any website or list that shows re-listed real estate.  Im trying to find a way to easily find the ‘fall-through’ sales, or where the buyer pulls out of deal and the property has to be listed again?

How common is it to charge tenants for water and sewage? Doing so would make this 4-plex property I'm interested in worthwhile. I also feel people wouldn't waste as much if they are paying for it. This property is in Riverside CA.
