@Joel Owens If it is a spec play, I' would be quite concerned. As a long time resident of the south side of Chicago. In my opinion it seems risky, since I don't see South Holland or Hazel Crest appreciating faster than any other area. Maybe 40 years ago, but not today.

I agree with Duncan Taylor and I would add that whatever you put in, make sure it's durable. If your going to allow pets, maybe carpeting is not the best answer. If your going to install countertops go with something that can take a beating. Tile is your friend. Tile whenever wherever you can. Other than that, fresh paint does wonders. If the walls allow go with a semigloss or gloss for cleaning purposes.

I currently have millionaire real estate investor, the millionaire next door and everything you need to know about cash flow on my nightstand. Each night I'll pick up where I left off on what ever book I fee like reading that night.

@Dave Cieslicki Welcome. There are some great resources on this site that can help you with your questions. Check out the podcasts as they cover a few you had. You will find that there may be differences of opinion on weather to partner or not. In your case, it might be worth it as you have the trades background and can bring that to the table.

@J Scott @Brian P. are right on. The MLS is real-time and its much easier to get a market snapshot, whether is be SFR, MF, or Rentals for a particular area. It's a fantastic aid for your analysis.

Dean Suzuki Many good ideas have been mentioned for allowing your tenant to have a pet. Another might be to ask them to extend their lease. I'm not sure what month their lease is up, but if it's the fall or winter, you can extend it to the spring, so the place is easier to rent when the tenant does leave.
