@Mike Collins, look into BRRR, just listend to a great podcast on BRRR #301 may be what you should look into, also currently reading @David Greene book Buy, Rehab, rent Refi.

If you have 15k to buy maybe look at doing a FHA home to start and and use that for a down payment.... rehab and house hack it to start. Just an idea for now and then look at the next one.
