This is why it is essential to only buy a place with vacant units, or with already decent rents. We have talked with several attorneys regarding this, and there is absolutely no way to get them out at the moment except cash for keys, and there probably won't be any other way for a long time as it is likely the moratorium is going to be extended. When the moratorium ends, you can start looking for valid reasons to evict, and pay around 20k for relocation fees. As far as I know, owner occupancy is a valid reason to evict, but renovating the unit is not. Considering it is the LA market, it is worth it for sure in the long term. 

I know it must be really rough to feel like you have a squatter in your property that you can't get rid of. Hopefully things find their way to work out for you. Good luck!

Thank you. I agree, it seems like a huge gamble. Do you know if there is any way we could offer cash for keys to the current tenants? Perhaps we can make an agreement with the current owner where he gives the tenants a CFK offer? 

Thanks for all the replies. Is there any particular reason we cannot simply evict the person after the moratorium ends in September?

So we’re about to buy our first home. It’s a 4-plex in downtown LA. One of the tenants in the house has not been paying rent for several months, and owes $14.000 in rent. The person has not been evicted because of the LA moratorium.

The question is: When it is time for the tenant to finally pay, does the tenant pay us (the new owners), or the old owner whom the debt accumulated under?

So we are about to buy our first property. It's a quadplex in downtown LA, with all units occupied. We intend to move into one of the units. It's unbelievably difficult to get an understanding of what all the current laws and regulations are regarding moving in to an occupied unit. Not even our agent knows what the current rules are. 

Is it possible to move in to one of the occupied units under current regulations? Also, one of the renters has not payed their rent for 6 months as a part of the moratorium. Will they eventually have to pay for those 6 months? Will they pay us or the previous owner?

An additional question: In the contract we recieved, it states: "Seller will provide estoppel certificates as a required delivery item prior to the close of escrow and estoppels will not be subject to any buyer contingency approval. Seller will conduct reasonable efforts to obtain all tenants' signatures on the estoppels but in the event that tenants are unwilling or unavailable to sign, Seller will sign only."

I'm having a hard time understanding what exactly this means, could someone fill me in? 

Lastly, is there any website showing the complete list of current rules and regulations regarding these issues, both in LA county, statewise and federally? Every website seems to state something completely different.
