It will come down to your strategy. Houston has some many different opportunities and location will depend on your approach. Houston is constantly growing and the need will always remain. 

Houston has so many options. It really is going to come down to your strategy. There are neighborhoods that match different strategies. The great thing is Houston is constantly growing and the need is and always will be there. 

@Victoria C. - I would not worry about timing the market originally, but yes June is the hottest month for rentals. However, you can time your lease with a 16, 18 month lease to realign it with that. You don't necessarily need to just do 12 months.
