I decided to lower the rent to $850. Hopefully this draws some applications.

A couple months ago I bought my second rental property in Cleveland. The first one I got rented to a section 8 tenant in literally 1 day. 

This duplex has been on the market for almost 2 months. I accept section 8 and I haven’t even received a single application. 

Yes, it is in a not great area. 
No, it is not a complete dump of a property. 

Am I having trouble because it is a 2 bedroom or is the section 8 market drying up in Cleveland? 

Considering selling it and hoping I can break even or at least not lose too much money. 

Any useful/constructive ideas?

I hired a PM who agreed to manage my property for 8% of the rent. The house has needed some work done which the PM handled. I disputed a charge on my last statement (believing I've been doubled charged for some work). As I'm looking over their explanation I notice that I am being charged 8% of the rent received from CMHA. 8% from the rent the tenant pays and another 8% of the water bill which the tenant pays. 

Is this normal?

I recently purchased a property in Cleveland. I found a tenant with a Section 8 voucher. Yesterday, I got my rental offer from CMHA. The offer is for $1,442.00. The tenant is responsible for $87.00. I'm being told, from someone with Section 8 tenants, that I can ask the tenant to pay me more than the $87.00. This would be in a separate agreement from the lease.

Is this true? Is this legal? 

I'm erring on the side of caution that this wouldn't be allowed.

I checked out the website. They only do short term rental cleaning like Airbnb etc.
