I would echo with what @Shawn Holsapple indicated.  Why would you go outside one of the best back yards possible?  Two or three units in one of the other locations vs. ten or twelve units in Indianapolis?  I would recommend Indianapolis.   Probabaly get double the cash flow here.

When working with lower income housing particularly.....Check their car when you get the application or show the unit.  Check their house asap.  If nothing else do a drive by but much better to go inside.  Best way to see the future of your unit short of a real estate crystal ball.  Check out Mom's house if she stays there as well.  Most likely she picked up some habits from Mom.  No they may not like the idea...and there may be a reason for that you are better off to discover now.  Why does all the interaction need to be at your property?  Takes the same amount of time on your part most likely.  Look beyond the obvoius....be selective about those you put in a good property.

What does the lease say? Do you have any prepayment exit clause? It is not uncommon for a tenant to claim breakins when they want to move out and very difficult to verify.  You could work out an agreeable move out plan with her paying some amount and letting you show the property ASAP.  Try to do a win/win if possible.  You may be able to get a month or two of rent to cancel the lease and ease the loss on your part.

If you pay by the hour, you need to be actively involved.  The manager could be getting in over his head and a legal mess could ensue when he comes for payment.  You should establish a target budget and timing and have him work toward those and track closely.  I can't imagine not having progress payments over a large job.  More definition is better than less to avoid surprises to both of you.

I'm not an economist....but suspect it is a function of supply of units to rent vs. demand.  Particularly in a short term timeframe.  I noticed a big demand for units several years ago that kept rents up as property values were in the tank.

How close is the dump?  Are you serious...haul it off and let them know you love them!  Service is a big part of the business.
