what size and style of boiler is it? Installing 6 boilers will likely be cost prohibitive. You will have to re-pipe, add circulation pumps, run new gas lines, etc.

No good way to meter separately. Is the boiler newer or older, or have updated controls?
Depending on the style and age of the boiler, it may not be as expensive as you think.

To the right renter, upgrades can lead to higher rents. It's important to keep an eye on what other rentals have in your market. There is a point where upgrades and extras won't command higher rent due to the other rents in the market.

Is a town with a population of 150k really a small or rural market? When I think of a small or rural market, I think of a town with less than 10k people.
Anyplace with a population of 150k would certainly be at minimum a suburb of a larger city, or in some cases a small(er) city itself. You should have no problem finding investment opportunity in these markets - just as you would in larger markets.

Debt service would be listed as an expense when doing a cash flow projection.

She should have them set aside in an escrow account. Her options are as follows:
1. She can transfer the deposits to you and you can deposit them into an interest free escrow account
2. She can return the deposits directly to the Tenant. If this happens, you should be able to request a deposit from the Tenant in the amount of the original deposit as outlined in the lease.

Put the Tenant on notice. More than likely this is the start of an unwanted trend.
