Does anyone know any good inspectors in the Louisville, Ky area?

Is it possible to get a permit for an extra kitchen within the main unit and an exterior door for entrance that they would 100% accept? Then put up an insulated door that separates the two units, thus it is actually one unit and if an inspector ever comes to see if the property is being used as a double unit it passes the test since it is still connected by the insulated door.

I have this property located in Miami Dade county but it is under Single Family zoning is there any way I could change the zoning to it being multi-unit, as in a duplex? Meaning if I send in the documentation will they approve it or could they negate it? Also I would like to know where I could find the permit to change the zoning.
