Single Unit to Duplex Zoning

I have this property located in Miami Dade county but it is under Single Family zoning is there any way I could change the zoning to it being multi-unit, as in a duplex? Meaning if I send in the documentation will they approve it or could they negate it? Also I would like to know where I could find the permit to change the zoning.

You need to ask the city. Most cities have a planning desk at city hall where you can sit down with a city planner and they will answer all of your zoning and permitting questions.
