@Ben Tilbury. I'm actively pursuing 20-50 Unit properties in Tucson. I'm not a resident, but have ties there and have toured the market. In short, the fundamentals look good. Take a look at the HUD link below. It still an emerging market. I think it offers good opportunity.

@Mark Dawsey For me population growth is one those rule of thumb indicators.  If there is out migration I quickly rule that market out and move on.

I just got under contract for a turn key SFR in Memphis. Although this will be fully rehabbed I would still like to have a home inspection. I'm an out of state buyer and would prefer to work with someone who has experience with long distance investors. I thank you in advance for your recommendations.

Add the costs of the HVAC to the loan and have the seller credit that amount back to you at closing.

@Anthony Palmiotto  Can you expand on "ideal return" for me.  

I understand that you should buy on actual performance. Based on local CAP rates and it's minimal NOI this place should be worth 220k.

It seems like the asking price is based partially on the completed rehab, which I don't agree with.
