An addendum to a real estate contract or purchase agreement is a document attached to and made a part of the original contract at the time it is prepared. It can be explanatory, informational, or indicate other requirements that aren't clearly spelled out in the contract.
A lot of these questions you are asking about you just need to research them it will help you not only to get the answer but it will help you to understand the process a lot easier. Yes most likely you would have to go with hard money or private lenders. You should do some more research on here about these to. It would also help by you adding a picture to your profile. It would help others to see that you are real and not one of the scammers that tend to be on the internet these days.

If i remember correctly in North Carolina section 8 is run by the Western Piedmont council of government. If they do not pay there part of the rent or fix there repairs they can be kicked off of section 8. I think you need to talk to the tenant and let then know that if you go to court and you win (which I believe that you will if they haven't paid like your PM says) then they will kick them off of section 8 and they will lose it. In NC there is a several year wait to get on Section 8 in NC. I think if you let them know this they may reconsider going to court.

I would first talk with the tenant and remind them of the fees, but I wouldn't do the court until they have moved out because they haven't broken contract yet.

I live in Caldwell County NC and that is where I invest. NC use to be the furniture capital of the world and Caldwell County is where a lot of the manufacturers where based. A lot has changed in the last 20 years with furniture leaving this area with loss of jobs and the housing market crash. Since then things have been on the up swing with other types of jobs coming in like Google, MDi, and Exela Pharma. Real estate is on the up swing here.
