Hey Brittany. The market standard for a cash-out is 75% LTV. That said, there are some lenders who can go up to 80% LTV but it's typically very hard to qualify for due to higher rate/payment making it difficult to hit the DSCR hurdle. Working with a broker might be your best bet as they will have connections with multiple lenders. I am sure you will get some reply's on this thread from some brokers who can assist.

Hey Andre. DSCR loans are perfect for this situation as they do not consider DTI. You can refi into a DSCR loan as soon as the rehab is done, unless you are wanting to pull cash-out then you will likely need to wait until 6 months post purchase.

Hey Srikanth. Texas offers a lot of great cities for investing. All the major cities of Austin, Dallas, Houston, San Antonio will have good BRRRR opportunities if you are willing to put in time and research areas, comps, etc. Smaller cities like Pflugerville or Taylor are also good options.
