You can do a couple of things:

Pull a titlte report 

Use a skip tracer 

Ask the neighbors, they may know the owners

City hall housing department.

I’m just getting started my self but as they say at the end of almost every bigger pockets podcast, the important thing is to start. Personally I’m actively looking to build my team As well, better to have team in place for when deal comes around.
