It's your responsibility. Full stop.

And it doesn't matter how quickly the tenant notifies you, you will still have a water stained ceiling, and you'll still have to paint it.

Get a flood insurance quote so you know what you're dealing with and factor it into the rent.

Time closing for 1st of the month to avoid prorated rents, make sure you have the deposit at closing, introduce yourself to tenant, and if tenant hasn't paid by the 3rd tape a 3 day quit notice to his front door over his door knob, and take a photo. And then evict.

Until I took over managing, I'd say 60-70% were bad tenants. After I took over it dropped to say 30%, after we put in serious screening it's negligible.

It's all about the screening.

Had a brand new 2.5 ton install on Monday for $3900, so $5k is a little over the top, but not by much.

I don't issue a late fee notice or late rent notice, I post a 3 day pay or quit notice. I ain't running round playing games.

Just for fun, take the photos she sent you, and put them into Google Image Search. See what it comes up with. It'd be a scream if it found a photo match ;)

I'd go with whatever the woman said. Quiet life.

Personally speaking though - I wouldn't want to be in-hock with the bank anymore than I have to. Collect rents, pay bank, collect rents, pay bank, etc. Not fun. If you can, pay it off, let the administrative headache go away. No one is paying you to continually push paper around, in fact, they charge you.

And buy a Porsche 911.

Had it once; "We've put a termination on the service. Water will be out of our name this Friday".
