What are the rules on managing your rental property with out a real estate license. Am I able to manage a family member/mother/fathers rental property?

We understand we are responsible for trimming and maintaining the trees around our rental property. However, we have had both neighbors comment about tree branches falling and hanging over the fence. A year ago we had a tree company come in and remove a very large tree and then come in and limb up all the trees. There are some small broken branches up in the tree that have and will fall. To me small 6 foot 1 inch diameter branches falling is pretty normal. Should I jump every time a neighbor complains about branches falling and am I liable if a branch falls on there vehicle?
